China announces global governance initiative to address the regulation of AI
♨️News - Chinese President Xi Jinping has announced that China will launch the Global Artificial Intelligence Governance Initiative, aiming to address global concerns regarding AI development and regulation.
The initiative is a part of China's vision of a shared global future and presents China's AI governance proposals in three key areas: AI development, security, and governance.
🧐What are the proposal's core aspects?
China suggests a people-centric approach in AI development, emphasizing its role in benefiting humanity and promoting human progress.
It encourages AI development based on principles of mutual respect, equality, and mutual benefit, discouraging the creation of exclusive groups that hinder other countries' AI progress.
The proposal calls for a risk-based testing and assessment system to enhance the safety, reliability, control, and fairness of AI technologies.
🤔Why should other nations collaborate with China though? As a new and rapidly evolving technology AI brings both significant opportunities and unpredictable risks, requiring a global approach. Moreover, China's well-established AI regulatory framework stands as a valuable learning resource for Western policymakers who are still navigating AI policy challenges.
OpenAI's DALL-E 3 text-to-image generator is now accessible via ChatGPT
☕News - OpenAI has launched wider availability of its latest text-to-image generator DALL-E 3. The image model is now available within the ChatGPT app for paying ChatGPT Plus and Enterprise customers. With this, users will now be able to generate images through a simple conversation with the chatbot.
The company also claims that it has made the image model safer for this wider release.
🤷🏻♀️What was the need to make it safer? Last month, Microsoft integrated DALL-E 3 into Bing Chat and Bing Image Generator, providing broader public access to the model. However, the initial safety measures meant to prevent misuse fell short as users managed to generate inappropriate and potentially harmful images, prompting the need for enhanced safety measures.
🔐How is it safer now? OpenAI has put in place several layers of safeguards to prevent the model from generating potentially harmful or inappropriate content, such as violent, adult, or hateful imagery. Additionally, the company has reduced the likelihood of the model generating content in the style of living artists, creating images of public figures, and enhanced demographic representation.
Philippine military asked to stop using AI apps due to safety concerns
📻News - The Philippines' Defense Chief, Teodoro, has issued an order to all defense personnel and the 163,000-member military, cautioning them against the use of digital applications that employ AI to generate images.
Teodoro gave special focus to the digital apps that require users to provide at least 10 pictures of themselves, which is then used by AI to create a digital persona mimicking their speech and movements. He stressed that such apps could pose significant threats to privacy and security.
😨Are all AI apps banned then? The Defense Chief issued guidelines for AI-image generation apps, specifically, he didn’t explicitly mention anything about the use of text-based AI models though. He, in fact, emphasized the importance of practicing vigilance when sharing information online. And, said that the actions of military personnel should adhere to the Philippines Defense Department’s values and policies.
However, on a separate note, the government has been actively encouraging people to embrace AI education. Recently, Google Philippines introduced a free artificial intelligence skills development course through Google Cloud. This initiative aims to make AI and machine learning education accessible to Filipinos.
