🤓News - Microsoft has announced Phi-4, the latest addition to its Phi series of generative AI models. The company claims this model is a significant improvement, especially in handling math problems better than its predecessors.
👨🏻💻How does it compare? Phi-4 is a small language model with 14 billion parameters, putting it in competition with other compact models like GPT-4o mini, Gemini 2.0 Flash, and Claude 3.5 Haiku. These smaller models are becoming popular because they’re faster, cheaper to run, and their performance has steadily improved over time.
Microsoft credits Phi-4’s enhanced abilities to the use of high-quality synthetic datasets, human-generated content, and some undisclosed post-training tweaks. Despite its potential, access to Phi-4 is currently limited. It’s only available on Microsoft’s Azure AI Foundry platform and restricted to research use under a special Microsoft research license agreement.

☕News - A new report from France’s Parliamentary Office for Scientific and Technological Assessment (OPECST) raises concerns about Europe’s ability to compete with the US and China in the AI race.
While the European Union is focusing on regulating AI, the report warns this might not be enough to counter the dominance of the US and China. The study highlights Europe’s struggle to make progress and calls for more investment in AI innovation.
🥸What's more? The report also points to issues in Europe’s AI ecosystem. While there are some promising companies, such as France’s Mistral, key areas like semiconductor and graphics processing unit manufacturing are still underdeveloped.
Another major challenge for Europe is the brain drain, as skilled AI professionals move to American companies. However, the EU’s focus on ethical AI development might help build trust in European models compared to others.
⏩Looking ahead - With an AI summit scheduled for February 2025 in France, the report suggests creating a global AI governance system, potentially under the United Nations, to regulate AI and tackle the global digital divide.
It also proposes a pan-European AI project, which has been discussed since 2017 but has yet to materialize. The idea is to get countries like France, Germany, Italy, the Netherlands, and Spain to work together to create a strong, competitive AI industry in Europe.
