U.S. Vice President Kamala Harris to announce $200M in AI funding from charitable organizations 

🏦News - Vice President Kamala Harris is set to announce investments of $200 million made by charitable organizations to support the advancement of AI in the United States. 

This aligns with the White House's efforts to guide AI development, promote safe AI innovation, and back global regulations for this new technology. 

😸What's more? The donors are also giving special attention to projects that aim to protect democracy, help workers affected by AI-related changes, and enhance transparency in AI, as confirmed by a government official.

In a separate but coordinated move to ensure the safe development of AI, Vice President Harris is participating in the AI safety summit being held in London. The summit is also being attended by international leaders and industry experts. 

She has also delivered a speech at the summit, in which she spoke about the potential of AI technologies being misused for cyberattacks and the creation of bioweapons. To this end, she noted that the U.S. will be establishing an AI safety institute to assess and address such types of risk. 

Canadian Minister proposes changes to bring more clarity to the AI and Data Act 

♨️News - Canada's Minister of Innovation, Science and Industry (ISED) has written a letter to the Standing Committee on Industry and Technology, suggesting changes to the Artificial Intelligence and Data Act (AIDA), which was introduced in June 2022.

🤔What are the changes that were suggested; how will they help? The changes that are aimed at improving and bringing clarity to the AIDA include:

  • Specifying the jobs and responsibilities of various contributors in the AI sector. 

  • Specifying obligations for GenAI systems like ChatGPT. Here, obligations refers to mandatory tasks such as implementing safeguards to make sure that the model does not produce harmful content.

  • Strengthening and clarifying the AI and Data Commissioner's role.

  • Aligning with the EU's AI Act as well as other international AI standards.

🧐What is the most important suggestion though? The most important suggestion is to identify which systems are considered high-impact. This is important because High-impact AI systems are those that can cause significant societal, economic, or individual consequences. An example of this is AI systems that are used in healthcare to help doctors with performing diagnosis; here, lack of proper training data or bias in the model can lead to inaccurate results. 

Hence, it is important to identify High-impact AI systems and establish clear rules that require them to be checked for potential biases/risks and also require their developers to maintain a record of training data and report potential issues. 

Japanese Prime Minister pushes for Generative AI rules for content industry 

☕News - During a Budget Committee meeting in the House of Representatives on 30 October, Japan's Prime Minister Fumio Kishida talked about creating rules for how GenAI is used in the content industry. 

He stated that establishing rules for the content industry is necessary to provide support as it will help creators and protect their original work from AI-related copyright infringement. He added that the main goal is to provide AI developers and providers with valuable guidance from experts to assist them in addressing the ethical concerns that current GenAI models have raised. 

👨‍💻What's more? Previously too, the Prime Minister had stated that the government supports the development and use of GenAI technologies such as ChatGPT for industrial use. However, even then he emphasized the importance of addressing concerns related to AI spreading false information, violating privacy and copyrights.

Notably, Kishida also confirmed that the country's upcoming economic package, which is set to be finalized soon, will  include measures to support the growth and development of AI technologies. 

On a side note, the Japan Newspaper Publishers and Editors Association has also urged the government to establish regulations for the use of GenAI technologies. In their statement, the association expressed concerns that unapproved use of news content by generative AI could potentially harm news organizations financially and impact people's right to information.
