WHAT HAPPENED
Amodei published an essay called We Must Pace the Frontier arguing that AI advancement has to slow so that risk prevention has time to keep up, naming loss of control, misuse for cyberattacks and economic disruption as the serious risks. Sam Altman and Elon Musk agreed with him on X, with Altman saying pacing would be well worth the cost and that competitive pressure does not justify recklessness. OpenAI separately confirmed it will not pursue a public offering in 2026, citing safety. Markets opened on it Monday: SoftBank fell nearly 11%, South Korea's Kospi lost 3.3%, SK Hynix dropped 6.4%, ASML fell 6% in Europe, and Nasdaq futures were down 1.8% with Nvidia and Intel lower in premarket. Trump downplayed the risk again and pointed to the US lead over China.
WHY IT MATTERS
This is the first time the AI trade has been repriced by what the builders said rather than by what they shipped. Every selloff of the last three years traces back to an export rule, a rate decision or somebody else's benchmark. This one traces back to a few paragraphs on a personal website, which hands three men a lever on the sector that no regulator has managed to build. It cuts both ways, because the same words that cooled a valuation this morning can warm one tomorrow. And there is nothing behind the call, no mechanism, no contract, no deadline, so what the market actually priced today was a promise that nobody is obliged to keep.
OUR TAKE
This selloff is a mispricing and it will not hold, because not one line of the pacing call binds anybody to ship less. The only concrete commitment anyone made is Anthropic's, and it is about letting outside evaluators watch, not about slowing anything down.
Watch the release calendar instead of the essays. If no frontier lab moves a shipped model's date before OpenAI's DevDay on September 29, the pacing call was positioning and the chip names recover first.

The package is $2 billion of Hong Kong shares priced at HK$714, a 10% discount to Friday's close of HK$793, plus $3 billion of zero-coupon convertible bonds due September 2027. That is 21.97 million new shares and 20.14 billion yuan of paper. The money goes to research, computing infrastructure, expansion and acquisitions. First-half revenue rose 400% to 953.9 million yuan and annual recurring revenue reached roughly $1.6 billion by August, with the company expecting close to $3 billion by year end. The stock fell more than 10% on the news.

Kepco wanted about 20 trillion won from Samsung and 5 trillion from SK hynix, roughly five times what the two paid for electricity last year, to speed up transmission and substation work around the Yongin semiconductor cluster. The utility carries 210.7 trillion won of debt as of June and pays about 11.5 billion won a day in interest, and the provision letting it issue bonds at five times capital and reserves expires at the end of the year. It offered interest above two-year government bond yields, deducted from the electricity bills every six months. Both companies refused.
