AI is a danger to the financial system, warns U.S. regulator for the first time

📻News - For the first time, the Financial Stability Oversight Council (FSOC) has identified artificial intelligence as a potential vulnerability to the U.S. financial system. This declaration, included in the council's annual report, represents a growing concern about the risks AI poses to stocks, bonds, and financial markets overall.

On Thursday, Treasury Secretary Janet Yellen, who chairs the FSOC, acknowledged the technology's potential while raising the alarm about its emerging threat to financial stability. She predicted AI usage by financial institutions and investors will continue to rise, prompting the council to closely monitor its potential market risks in the coming year.

🤔What more did she say? Despite acknowledging AI as an emerging threat, Yellen expressed confidence in existing regulations' ability to address the technology's risks. "Supporting responsible innovation in this area can allow the financial system to reap benefits like increased efficiency," she stated, "but there are also existing principles and rules for risk management that should be applied."

Yellen's stance echoes Gary Gensler's, head of the Securities and Exchange Commission and fellow FSOC member. Gensler previously warned that the lack of swift regulatory intervention to mitigate AI risks could lead to a financial crisis within a decade.

Ukraine sets out ambitions to speed up development of AI and chipmaking industry

📰News - Amidst the ongoing war with Russia, Ukraine has unveiled ambitious plans to transform itself into a high-tech hub, with a focus on developing its chipmaking industry and artificial intelligence capabilities.

This vision, dubbed "Win 2030," was presented by Digital Transformation Minister Mykhailo Fedorov and his deputy, Valeria Ionan, in a secure basement in central Kyiv.

What are the highlights of Win 2030?

  • The initiative is driven by a sense of urgency, fueled by the ongoing conflict and the Ukrainian army's call for a technological breakthrough. Prime Minister Denys Shmyhal emphasized the critical role of innovation in securing victory, stating, "Without innovation, I am deeply convinced our victory is possible, but will take much longer."

  • Fedorov, a close ally of President Volodymyr Zelensky, outlined plans for policy changes to stimulate tech growth, similar to the streamlined drone import and manufacturing regulations he implemented. He revealed the ongoing use of AI in Ukrainian military efforts, including guiding kamikaze drones and facial recognition of Russian soldiers.

  • The Win 2030 plan sets ambitious goals for Ukraine's tech future. Ionan envisions Ukraine placing among the top 15 countries globally in microelectronics development and within the top 30 for unmanned vehicles. She expressed confidence in Ukraine's ability to contribute significantly to the European Union's target of capturing 20% of the global semiconductor market share by 2030.

Intel introduces new AI chip to give tough competition to NVIDIA and AMD

🗞️News - To race ahead in the chipmaking business, Intel, on Thursday, unveiled new computer chips including Gaudi3, an artificial intelligence chip for generative AI software. It will launch next year and will compete with rival chips from Nvidia and AMD.

This move signals Intel's aggressive pivot towards AI technologies. CEO Pat Gelsinger declared generative AI "the star of the show" and envisions "AI PCs" dominating the scene in the coming year. Core Ultra, Intel's new processor for Windows machines, will serve as the cornerstone of this vision, featuring a dedicated AI processing unit (NPU) for faster AI tasks.

⭐Interesting points to note -

  • Gaudi3 faces stiff competition from Nvidia's H100, the current industry leader, and AMD's upcoming MI300X. Intel, however, boasts its expertise gained from acquiring Habana Labs in 2019. The company is known for its efficient AI chip designs, which could give it an edge in terms of power consumption.

  • Intel's AI push reflects a broader trend in the chip industry. Major players like AMD and Qualcomm are also adapting their product lines to capitalize on the burgeoning demand for AI computing power.
